The SMR advisory team is led by cost consultant Turner & Townsend with civil engineer WSP and Vinci Construction鈥檚 nuclear energy division, Nuvia.
The 拢2.5bn programme aspires to build a first-of-a-kind SMR project by the mid-2030s, supporting the UK government鈥檚 nuclear ambitions.
Turner & Townsend, WSP and Nuvia UK will together provide a range of programme advisory services, including strategic planning, organisational design, governance and assurance, commercial and project controls, and business case development, to set the programme up for success.聽 The consortium鈥檚 objectives will be centred on putting the processes, systems and controls in place to help ensure the programme delivers against scheduling and regulatory requirements, mitigating risk and maximising value for taxpayers.
The team will also contribute to the set-up of a new development company, support permissions processes and advise on the lifecycle of delivery from construction to decommissioning. The appointment is for an initial one-year term, with the option to extend for a further year.

Alan Sinclair, head of energy & natural resources at Turner & Townsend UK, said: 鈥淭he small modular reactor programme represents a transformative moment for the UK鈥檚 energy future.聽 These projects will not only help generate clean, secure power, but they will also unlock export potential and drive growth across the UK鈥檚 nuclear sector, boosting economic resilience, and positioning the country as a global leader in low-carbon innovation.聽
鈥淥ur appointment is a clear reflection of the depth and strength of our nuclear advisory expertise.聽 We鈥檙e looking forward to building on our existing relationship with Great British Energy - Nuclear to get the programme set up to deliver the best outcomes for communities and the UK economy.鈥
WSP鈥檚 strategic growth director for nuclear, Rachel Cook, said: 鈥淥ur breadth of reach-back expertise perfectly complements Turner & Townsend鈥檚 programme controls and Nuvia鈥檚 technical excellence. Together, we will help build truly clean, reliable power and cement Britain鈥檚 place at the forefront of next-generation reactor technology.鈥
Nuvia UK director of technical services Nicola Edson added: 鈥淣uvia, in its various forms, has supported the UK鈥檚 flagship nuclear programmes since its advent. It is clear that the UK is now embarking on an exciting new chapter for the sector, and it is truly a privilege for us to be part of that journey.鈥
