Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for the Design and Installation of Roof Mounted Solar PV Systems throughout Neath Port Talbot to support Tai Tarian in the delivery of its capital investment and Welsh Government’s Optimised Retrofit Programme.

The scope of this Framework Agreement comprises of the design, supply and installation of individual roof mounted solar PV arrays to Tai Tarian’s properties throughout Neath Port Talbot, and (may include during the life of the Framework Agreement) the installation (only) of environmental building energy monitoring systems, in accordance with all Appendices.

The scope of this Framework Agreement also comprises of the requirement to design and install solar PV systems on a "design and fit only" basis, i.e. this does not include the supply of solar PV panels, mounting brackets, or inverters, as these will be purchased and provided by Tai Tarian.

II.2.4) Description of the procurement

Tai Tarian is seeking to appoint contractors (Providers) to a Framework Agreement for the Design and Installation of Roof Mounted Solar PV Systems throughout Neath Port Talbot to support Tai Tarian in the delivery of its capital investment and Welsh Government’s Optimised Retrofit Programme.

The scope of this Framework Agreement comprises of the design, supply and installation of individual roof mounted solar PV arrays to Tai Tarian’s properties throughout Neath Port Talbot, and (may include during the life of the Framework Agreement) the installation (only) of environmental building energy monitoring systems, in accordance with all Appendices.

The scope of this Framework Agreement also comprises of the requirement to design and install solar PV systems on a "design and fit only" basis, i.e. this does not include the supply of solar PV panels, mounting brackets, or inverters, as these will be purchased and provided by Tai Tarian.

Providers appointed to this Framework will be responsible for procuring and supplying all other associated electrical equipment required for installation, such as isolators, consumer units, and any other necessary components.

Tai Tarian reserves the right to supply the solar PV panels and any associated parts required for the works. Providers appointed to this Framework will be expected to accommodate this requirement. Providers must submit a "design and fit only" price as requested in Appendix 1B – Price Framework.

The installation of environmental building energy monitoring systems (if applicable during the life of the Framework Agreement) must be completed at the time of the installation of the solar PV system, and the building energy monitoring systems must be registered with the system provider (currently iOpt Assets, support [at] ioptassets.com) and installation documentation is provided in Appendix 9. Training support for the installation of iOpt will be provided by iOpt on request.

The appointed Providers must a provide and install a standalone Wylex (or equally approved) consumer unit, including 2 spare ways, to supply newly installed solar PV system. The appointed Providers must not install invertor in loft space, unless otherwise agreed by Tai Tarian’s Client Representative.

The appointed Providers must be MCS certified, the products installed must be tier 1 MCS accredited and Trustmark certified. The appointed Providers will be required to undertake the Retrofit Assessment, Retrofit Coordination and lodgement with Trustmark, to satisfy the requirements of Welsh Government’s Optimised Retrofit Programme (ORP) grant funding.

Contract Requirements

Tai Tarian has an aspiration to develop key performance indicators in delivering employment within the Neath Port Talbot County Borough and supporting and sustaining supply chain opportunities within this Contract to assist in contributing towards economic growth in the area in which it operates.

It is a contract condition that the contractor delivers community benefits as part of this Contract. There are a variety of community benefit obligations outlined in the Contract and the contractor must agree to deliver one or more.

Tenderers must not outline the community benefit’s they are currently delivering for existing Clients. Tenderers must outline what they propose to offer for Tai Tarian if awarded the Contract.

Delivery of community benefits through all spend is aligned with the Well-being of Future Generations Act Wales and delivers against its goals.

All community benefit activities must take place within the Neath Port Talbot County Borough.
